MCS Group in partnership with Lisburn & Castlereagh City Council is seeking a proactive and motivated Regeneration & Infrastructure Officer to join their Economic Development Team and support the delivery of an exciting portfolio of strategic regeneration and infrastructure projects across the Council area.

Working closely with the Regeneration & Infrastructure Manager, you will play an important role in planning, managing and delivering complex projects, working with partners, government departments, agencies, community organisations and private sector stakeholders to turn strategic priorities into positive outcomes.

This is a varied role for someone who enjoys working collaboratively, managing projects and contracts, engaging with stakeholders and helping to deliver high-quality regeneration initiatives.

What you'll be doing

As a Regeneration & Infrastructure Officer, you will:

  • Support the delivery of complex regeneration and infrastructure projects in line with the Council's Corporate and Community Plans.
  • Help manage a diverse portfolio of regeneration initiatives across the Council area, including the procurement of relevant contracts.
  • Build effective partnerships with government departments, agencies, community groups, private sector organisations and other stakeholders to maximise project outcomes.
  • Represent the Council at relevant meetings, partnerships, committees and external bodies.
  • Support project funding and financial management, ensuring compliance with Council financial regulations, external funding requirements and grant-awarding body conditions.
  • Monitor budgets and programme performance, supporting the Regeneration & Infrastructure Manager with income and expenditure targets and financial control.
  • Prepare high-quality reports and presentations for Council Committees, Partnerships and other relevant forums.
  • Lead and manage marketing and communications activity to promote the work of the Economic Development Unit, including website content, promotional materials, newsletters/e-zines, events, conferences and exhibitions.
  • Contribute to effective service delivery and customer care, ensuring projects and services reflect the Council's values and standards.
  • Deputise for the Regeneration & Infrastructure Manager when required, demonstrating leadership, responsibility and the ability to take on additional duties.
  • Support the wider team by undertaking supplementary responsibilities and providing operational cover where required.
  • Ensure compliance with Council policies and procedures, including Safeguarding, Health & Safety and Equality legislation.
  • Manage and lead staff, helping to ensure an effective service is delivered in line with Council policies and procedures.
  • Work flexibly, including carrying out duties outside normal working hours where necessary for the satisfactory delivery of the service.

Essential Criteria

Qualifications and Experience

It is essential that applicants have a minimum of:

QUALIFICATIONS

1.1 A third level qualification (for example, NVQ Level 4 or degree) or equivalent in a relevant discipline.

EXPERIENCE

1.2 A minimum of three years' relevant experience in all of the following areas:

  • Assisting in the planning, management, monitoring and evaluation of a portfolio of projects through development and delivery of a strategic plan.
  • Ability to pro-actively deal with contentious and complex issues within a community context during delivery of strategic projects.
  • Experience of contract management and appropriate procurement of goods and services.

Where applicants do not hold the qualifications as outlined in 1.1 above, they must demonstrate a minimum of five years' experience as outlined in 1.2 above.

Knowledge

Practical understanding of the main issues and developments impacting on service delivery within Regeneration across the Council area, including grant aid opportunities.

Skills

  • Ability to present reports, information and concepts both orally and in writing in a timely and accurate format.
  • Adaptable to change and a willingness to implement improved ways of working.
  • Ability to use own initiative and to organise, plan and manage workload to deliver outcomes in a timely and manner.

General

A minimum of three years relevant experience in the management of staff.
