Project Development and Implementation Manager

MCS Group has a 6-month temporary position available for a Project Development and Implementation Manager (Band 8A). This professional will join the Northern Ireland Ambulance Service, based in their Headquarters in Belfast with some travel required across Northern Ireland. You will lead and manage the development of key projects and business cases from initial concept through to full implementation. This role is vital in influencing service delivery and organisational change through strategic project management and stakeholder collaboration.

This is an exciting opportunity to work with a large public sector organisation, offering high-level project management exposure and the chance to lead complex business case developments that directly impact patient care and service efficiency.

Key Responsibilities

• Lead the development of business cases for key projects, including those exceeding £1.5m, ensuring they meet NIGEAE standards for external approval.
• Conduct in-depth research using various methodologies to assess needs and inform the strategic context for project development.
• Manage project implementation using recognised methodologies to achieve deliverables, including procurement specifications and service agreements.
• Influence business change by working with clinical and operational teams to develop and embed new services and working practices.
• Oversee risk and benefits management, developing maintenance processes for project risks and tracking benefits realization.
• Manage stakeholders and communications, building excellent relationships across the HSC network to champion relevant projects.
• Lead a project team, providing direction, motivation, and performance reviews for support staff.

Essential Criteria

Candidates must meet the following qualification/experience requirements:

• A relevant University Degree (or equivalent professional qualification) plus at least 3 years of experience in a senior management or project development/management role.

OR

• A minimum of 5 years' experience in a project development /management role to include a minimum of 3 years senior management experience.
• A relevant project management qualification such as Prince2 or Managing Successful Programmes (MSP).
• Demonstrate management of a range of successful projects using a recognised methodology from initiation to benefits realisation.
• Demonstrate evidence of writing approved business cases.
• Demonstrate evidence of ability to research, collate, interpret and analyse complex information to develop business cases to bring a project from initial concept through to development and implementation.
• Have worked with a diverse range of stakeholders to influence and negotiate on challenging deadlines and service changes in order to achieve successful outcomes.
• Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving

Working Arrangements & Benefits

• Location: NIAS HQ/Trustwide.
• Pay: £28.48 per hour/ £52890 per annum
• Hybrid working Model (Subject to Business Needs)
• Duration: Initially 6 months temporary assignment with potential for extension
