MCS Group are recruiting for a HR Administrator for Northern Ireland Fire and Rescue Service. Working withing the People and Culture team the successful candidate will play an integral part of the HR Function.

The successful candidate will provide a professional, confidential, and customer-focused HR administrative service supporting the Employee Services function and the wider People and Culture Directorate within Northern Ireland Fire & Rescue Service (NIFRS).

Key Responsibilities

  • Deliver comprehensive HR administrative support in line with employment legislation, HR best practice, GDPR, and NIFRS policies.

  • Maintain accurate employee records across HR systems (e.g., PAMS, Pharos, MIS) and ensure data integrity.

  • Support payroll processes, including preparing payroll instructions, monthly checks, and processing changes to terms and conditions.

  • Administer employee lifecycle processes including maternity/paternity leave, probation, sickness absence, annual leave, flexible working, and leavers.

  • Monitor and manage HR inboxes, respond to queries, and provide guidance to managers and staff on terms and conditions.

  • Support recruitment activities, including issuing job notifications and supervising assessments.

  • Produce HR reports, statistics, and management information, including responses to FOI and data requests.

  • Maintain effective records management in line with GDPR and retention policies.

  • Assist with audits, system improvements, HR projects, and service development initiatives.

  • Provide high-quality internal and external customer service and maintain strict confidentiality.

Governance & Systems

  • Maintain up-to-date knowledge of relevant legislation and HR policies.

  • Ensure compliance with information governance and data protection requirements.

  • Support HR system maintenance, improvements, and migration to new platforms.

  • Contribute to continuous improvement of HR processes and procedures.


Person Specification (Essential Criteria)

  • Five GCSEs (A*-C / 9-4) including English and Maths and at least 1 year's relevant office experience

  • OR

  • Two years' experience in a demanding office environment.

  • Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint).

  • Strong organisational, communication, and prioritisation skills.

  • Experience delivering customer-focused service and working to multiple deadlines.

Desirable:

  • HR administration experience in a large, multi-site organisation.

  • Working towards or holding an HR qualification.

  • Experience in local government or public sector.
