Are you an experienced procurement professional looking to lead contract management and strategic procurement within a high-impact public service environment?

MCS Group is proud to be working with the Northern Ireland Fire & Rescue Service (NIFRS) to recruit a Procurement and Contracts Manager to join their team.

This is an exciting opportunity to play a key role in delivering efficient, compliant, and value-driven procurement services that support NIFRS in its vital mission to protect life and property across Northern Ireland.

The Role

  • Lead and manage all day-to-day procurement and contract management activity across NIFRS, ensuring efficient processes and robust governance.
  • Coordinate with the NIFRS Centre of Procurement Expertise (CoPE) and BSO PaLS to deliver compliant and effective procurement solutions.
  • Develop and implement a rolling three-year procurement plan and annual action plan aligned to organisational priorities.
  • Provide expert procurement and contract management advice, reports, and data to senior leaders, supporting informed decision-making.
  • Oversee contract monitoring, supplier performance, e-procurement systems, and financial approvals within delegated authority.
  • Drive continuous improvement by maintaining strong relationships with key partners and ensuring compliance with procurement legislation and policy.
  • Lead, train, and support procurement staff, deputising for the Assistant Accountant & Contracts Manager when required.

The Person

As the successful candidate, you will demonstrate strong procurement expertise, commercial awareness, and leadership skills within a complex public or corporate environment.

Essential Criteria:

  • A degree (or equivalent qualification) and current membership of the Chartered Institute of Procurement & Supply (MCIPS).
  • Relevant experience within a large, complex organisation in at least two of the following areas:
  • Contracts management

  • Operational procurement

  • Application of procurement legislation, EU directives, and contract law
    OR
    * A minimum of 5 years' relevant experience in a procurement role within a large, complex organisation covering at least two of the above areas.
