MCS Group are delighted to be partnering with the Northern Ireland Fire and Rescue Service in their search for a HR Advisor (Resourcing) for the duration of 3 years (Fixed-Term contract).

This integral role within the HR team is to ensure the effective delivery of resourcing exercises with a particular focus on unformed recruitment and promotion.

The Role:

  • Ensure the successful delivery of any resourcing promotions activity in accordance with NIFRS Code of Procedures on Recruitment and selection, relevant legislation and best HR practise.
  • Lead on uniformed resourcing/promotion cycles.
  • Liaise with the OD Unit to schedule resourcing activity and contribute to assessment and testing.
  • Effectively communicate with candidates and panel throughout resourcing activities.
  • Ensure timely delivery of pre-employment checks.
  • Provide guidance and support to shortlisting and interview panels.
  • Ensure timely preparation of advertisements.
  • Prepare responses to complaints or requests for feedback from candidates, public and legal representatives.
  • Prepare responses to FOI and Data Protection requests.
  • Ensure continued and effective working relationships with key stakeholders.
  • Provide suitable training for staff in recruitment and selection procedures and techniques as required.
  • Undertake HR-related project work as directed by HR manager.
  • Prepare business cases, tenders and quotations in line with financial and procurement regulations, polices and procedures.

The Person

As the successful candidate you will have the following background and experience:

  • A Level 5 qualification in a business-related subject.
  • Current membership of CIPD.
  • Experience working in employee resourcing within a large, multi-site, multi-disciplinary organisation.
  • Have experience providing professional HR advice to shortlisting and interviews panels to a senior level.
  • Sound understanding of current employee legislation relating to resourcing.

Desirable:

  • Experience responding to complaints or enquiries.
  • Have experience working within local government or public sector.
