Job Description

HR Specialist - Public Sector - Belfast

MCS Group HR is thrilled to be representing an award-winning public-sector organisation based in Belfast, who wish to appoint a HR Specialist on a fulltime, permanent basis.

The role:
The HR Specialist will be reporting into the Head of Learning & Engagement and will be leading in key cultural strategies, in particular diversity & inclusion, employee engagement and listening strategy. This is a fantastic opportunity for someone with strong project management skills and passionate about making a difference in the workplace.

The main responsibilities:

  • Lead key cultural strategies, in particular diversity and inclusion, employee engagement and listening
  • Support design and delivery of Learning & Engagement projects and initiatives by providing project management across a range of people strategies g. management development programme, learning and development projects, health and wellbeing strategy, corporate values roll out.
  • Co-ordinate all aspects of the project lifecycle from initial scoping to design, consultation, planning implementation, review and impact measurement working in partnership with multiple stakeholders throughout to ensure successful project delivery.
  • Design impactful and engaging company wide communications, campaigns and events to support Learning & Engagement activities.
  • Collect and analyse data to inform decisions at every stage of the project lifecycle, make recommendations and suggestions based on multiple data points and make decisions in partnership with relevant stakeholders.
  • Day to day contract management, procurement and management of services to required standards; and to ensure value for money.
  • Research and benchmark best practice in variety of Culture & Engagement areas to inform future
  • Represent at relevant industry
  • Manage and build relationships with multiple project stakeholders (both internal and external) interacting with people at all levels on a daily basis.
  • Find creative solutions to problems and overcome barriers and challenges to ensure successful project delivery to highest professional standards.
  • Design and organise meetings/workshops, prepare and distribute material, facilitate delivery and accurately capture and document output.
  • Deliver presentations to a wide range of audiences both internal and external at all levels on a regular
  • Draft project documentation including Monthly Reports, Risk Registers, Project Plans, Power Point Presentations and Benefits Reports, as required.
  • Monitor project progress against plans, discussing progress with task owners within the

The successful candidate:

  1. A third level qualification in a relevant area
  2. A minimum of three years' experience co-ordinating projects.
  3. A minimum of3years' experience assisting delivery of projects within a programme of work to include:
    1. Strong project management skills and demonstrable experience of co-ordinating projects
    2. Demonstrable ability to influence and build relationships at all levels, including the ability to anticipate problems and provide sound solutions
    3. Experience of adopting a continuous improvement approach in service delivery
  4. Experience of workshop facilitation and presentation
  5. Proficient in the use of ICT, including Excel, Word, PowerPoint and
