Commercial Manager/Senior Quantity Surveyor
Location: Belfast
Job Type: Full-Time, Permanent
Purpose of the Role:
Our client is seeking a highly skilled Commercial Manager/Senior Quantity Surveyor to lead the development and implementation of best practices in cost, value, and contract management for construction projects. This role is crucial in ensuring that projects are delivered on budget, aligned with organizational standards, and continually optimized for performance. The successful candidate will also provide expert support in dispute resolution and across various project and commercial teams.
Key Responsibilities:
- Best Practice Framework Development:
- Develop and implement strategies, frameworks, and documentation for procurement, contract, and cost management to ensure projects are delivered efficiently and cost-effectively.
- Cost Estimation and Management:
- Review and validate project cost estimates at key stages to ensure accuracy.
- Manage and challenge external cost consultants to ensure realistic and accurate project budgets.
- Lead value management initiatives to deliver the best value throughout project lifecycles.
- Risk and Issue Management:
- Monitor commercial risks and issues within the project environment, providing advice and escalating concerns to senior management to mitigate potential impacts.
- Commercial and Contractual Support:
- Provide commercial support across both construction and non-construction projects.
- Lead cost control activities, including commercial progress management, risk analysis, and monthly budget reporting.
- Develop and maintain a database of project cost information to enhance project selection and cost planning.
- Standards and Continuous Improvement:
- Develop company standards for construction contracts and ensure their implementation across new projects.
- Apply industry-wide lessons learned to continuously improve contract and cost management practices.
- Dispute Resolution:
- Lead and advise on adjudication, arbitration, and other dispute resolution processes related to contractual disputes.
Qualifications and Experience:
- Minimum of 3 years' experience in a construction-related quantity surveying role.
- Experience in compiling and managing contracts for major construction works and services.
- Proven expertise in cost estimating and management, particularly in the building and civil engineering sectors.
- Familiarity with the NEC suite of contracts.
- Experience in dispute resolution and construction law.
Educational Background:
- Degree in Quantity Surveying or a related Construction Management field.
- Chartered Surveyor Status (RICS or ICES) or a willingness to obtain within a defined timeframe.
Skills:
- Strong ability to write clear and concise reports.
- Proficient in MS Word, Excel, and Outlook.
- Solid understanding of public procurement practices for construction works and services.
- Strong leadership skills with the ability to manage and prioritize multiple tasks concurrently.
Other Requirements:
- Full driving license and access to a vehicle.
- Willingness to work evenings and weekends if required.
- Ability to meet any applicable medical standards for the post.
